AGI: The $100 Billion Question Nobody Can Answer

The AI industry is spending hundreds of billions of dollars chasing a milestone it can't define. Artificial general intelligence, or AGI, is the stated goal of OpenAI, the implicit aspiration of Anthropic, and the public prediction of Elon Musk. Yet the researchers building the technology still can't agree on what AGI actually is, when it might arrive, or how anyone would know it had.
That ambiguity isn't academic. It shapes where capital flows, how governments regulate, and what investors should expect from the most capital-intensive technology buildout in history.
The Definition Problem
AGI broadly refers to an AI system that can understand, learn, and apply knowledge across many different tasks at a human-like level, as opposed to the narrow AI systems that dominate today, each optimized for a specific function. The concept dates back to the 1950s, but the term itself was popularized in the early 2000s by researchers including Ben Goertzel, Shane Legg, and Peter Voss to distinguish the original ambition of human-level AI from the increasingly successful but task-specific systems emerging from research labs.
The problem is that every major lab defines AGI differently. OpenAI uses a five-level internal framework (Level 1: chatbots; Level 5: AGI) that critics note can be quietly redefined when progress stalls. Google DeepMind's Demis Hassabis defines it as a system exhibiting "all the cognitive capabilities humans can", including the highest levels of scientific and artistic creativity. Anthropic's Dario Amodei avoids the term entirely, preferring "powerful AI," while acknowledging such systems could arrive as early as 2026-2027. At Davos in January, Hassabis and Meta's Yann LeCun both pushed back sharply, Hassabis saying current systems are "nowhere near" AGI, LeCun arguing that large language models will never achieve human-like intelligence and a fundamentally different approach is needed.
Malo Bourgon, CEO of the Machine Intelligence Research Institute (MIRI), put it plainly: the question of what qualifies as AGI is "kind of difficult to do" given the many competing definitions. Human-level intelligence, he noted, is not a single threshold, our own cognitive architecture is shaped by evolutionary constraints, neuronal speed limits, and working memory bottlenecks that an artificial system wouldn't share.
The "Already Here" Argument
Recent advances in large language models, Gemini, ChatGPT, Grok, Claude, have led some to argue AGI has effectively been achieved. These systems write essays, generate code, create images, answer complex questions, and pass professional exams. Anthropic's president Daniela Amodei said in a January CNBC interview that by some definitions, current AI has already surpassed human-level performance.
But Goertzel, the researcher who helped popularize the term, says this interpretation stretches the concept beyond usefulness. Today's models achieve breadth not through genuine general learning, he argues, but by having "the whole internet crammed into their knowledge base." True general intelligence would need to generate genuinely novel insights beyond remixing training data.
The autonomy gap matters too. What most definitions of AGI assume, Bourgon pointed out, is not just broad capability but genuine agency, systems that can accomplish complex tasks across varied environments with meaningful independence, rather than functioning as sophisticated tools and chatbots.
The Geopolitical Dimension
While Silicon Valley debates AGI's existential implications, the conversation in China looks fundamentally different. Kyle Chan, a researcher at Brookings studying global AI policy, said AGI is not a major focus for Chinese policymakers or the broader tech industry.
The divergence is strategic. Chinese tech companies see their competitive advantage in physical AI, robotics, autonomous systems, drones, where they can leverage hardware supply chains that the U.S. doesn't have. The focus is on monetizing current capabilities, not chasing a theoretical milestone.
That doesn't mean China ignores AGI entirely. Some Chinese AI founders do discuss it, and a few reference artificial superintelligence (ASI). But the center of gravity is practical deployment, not philosophical milestones, a pragmatic orientation that may prove strategically significant if American labs spend years optimizing for an ill-defined target.
What Investors Should Watch
The AGI timeline predictions illustrate the spectrum of uncertainty. Musk said in December he expects AGI in 2026 and AI exceeding all human intelligence by 2030. Amodei has described automating all software engineering as a near-term possibility. Hassabis puts "genuine human-level AGI" at five to ten years but says one or two additional breakthroughs are needed. A 2023 survey of 2,778 AI researchers found a median estimate of 50% probability of high-level machine intelligence by 2040, fifteen years, not two.
The practical question for markets isn't whether AGI arrives on schedule. It's whether the current generation of "narrow but powerful" AI can generate enough economic value to justify the infrastructure investment required to build it. Cognizant research presented at Davos estimated that current AI technology could unlock approximately $4.5 trillion in U.S. labor productivity, if businesses can implement it effectively.
That implementation gap, not the AGI timeline, is likely the more consequential variable for institutional investors. The companies that figure out how to deploy today's AI at scale, rather than waiting for a theoretical breakthrough that may or may not arrive on any given executive's timeline, are the ones generating real returns now.
As Bourgon framed it: "What are the effects and the capabilities of these systems? That's more the frame of mind we want to be in now."
