Kazakhstan's Central Bank Signs With Tether: A Tenge Stablecoin Joins a 65-Measure State Plan

Tether has signed a memorandum of understanding with the National Bank of Kazakhstan and the Alatau City Authority to explore a tenge-pegged stablecoin and the tokenization of real-world assets, Cointelegraph reported. According to Tether, the parties will study international stablecoin issuance models, identify use cases and develop a proposal for a tenge-backed stablecoin pilot. The agreement also calls for an asset tokenization framework and a pilot project in Alatau that could use Tether's Hadron platform.
The memorandum is exploratory, but read against Kazakhstan's 65-measure digital asset plan it is a central bank selecting a private counterparty to help design national-currency rails.
The Mechanics
The agreement runs on three tracks. The first is the stablecoin: a study of international issuance models, a use-case review and a pilot proposal. Note the verbs. Nothing in the text commits to issuance, a launch date or a circulation target. The second is tokenization: a framework, a process for identifying which assets qualify, and a pilot in Alatau, with Hadron named as a possible platform rather than a mandated one. The third is capacity. Tether, the central bank and the city authority will hold workshops and training programs on stablecoin issuance, reserve management and real-world asset tokenization.
The third track is the most telling. Training on reserve management signals that the National Bank of Kazakhstan intends to understand the backing mechanics of a tenge stablecoin from the inside rather than license a finished product. Deputy Governor Binur Zhalenov said the central bank will study international approaches while prioritizing financial stability, transaction transparency and investor protection. That is the language of a regulator designing guardrails before it designs a product.
Why a Private Partner, Specifically
The structure is a hybrid. The central bank keeps the policy pen: it studies the models, sets the priorities and decides whether a pilot proceeds. Tether contributes operational input on issuance and reserve management plus a candidate tokenization platform. The Alatau City Authority supplies a defined jurisdiction in which a tokenization pilot can be contained.
Alatau's role matters. Running the tokenization pilot through a city authority gives the central bank a bounded test environment, consistent with a regulatory sandbox in which 34 digital asset projects have already completed testing, according to the announcement. The pattern is incremental: test, contain, then decide on scale.
For Tether, the value is positioning. A tenge-pegged instrument developed alongside a national central bank places the company inside the design process for a sovereign-adjacent product and puts Hadron in front of a government counterparty. Commercial terms are not disclosed. The access is the asset.
The State Stack Behind the Token
The MoU does not stand alone. In September, the government approved a 65-measure plan across 10 areas to develop the digital asset industry, including measures to expand real-world asset tokenization, digital payments, international settlements and crypto mining. Cointelegraph reports the country has accelerated its push this year across stablecoins, tokenization, crypto payments and mining.
The energy component is concrete. The government instructed the Energy and Digital ministries to develop a mechanism for using gas- and coal-fired power generation to supply mining centers, and says Kazakhstan ranked among the world's top 10 countries for Bitcoin production in 2025. That ties digital asset policy directly to domestic power allocation, a decision with consequences for grid planning as much as for crypto markets.
The balance sheet is building too. The National Strategic Crypto Reserve has reached $700 million, according to the announcement. BitcoinTreasuries.net ranks Kazakhstan seventh among governments in its database for Bitcoin holdings, with an estimated 3,544 BTC worth about $294 million. Production, holdings, a sandbox pipeline and now a stablecoin track: this is a layered national strategy, not a collection of experiments.
The Gap That Remains
Ambition is not execution. The agreement is a memorandum of understanding, and its operative verbs are study, identify, develop and explore. No issuer is named for the stablecoin, no reserve structure is specified, no timeline is attached and the Hadron pilot is conditional. The headline figures also warrant care: the $700 million reserve figure comes from the announcement, the $294 million Bitcoin estimate comes from BitcoinTreasuries.net, and the article does not reconcile them. They are separate data points, not a single picture.
The energy mechanism carries its own tension. Directing gas- and coal-fired generation to mining centers anchors that leg of the strategy in fossil-fuel power, which may narrow the pool of capital with emissions mandates willing to engage with it.
Zhalenov's stated priorities also set a high bar. A central bank that leads with financial stability and investor protection retains every option to slow, reshape or shelve the pilot.
What This Means for Markets
First, a national central bank is co-designing a local-currency stablecoin with a private partner rather than ceding the category or building in isolation. If the pilot proceeds, that structure becomes a reference point for other regulators weighing the same choice.
Second, jurisdiction-bounded tokenization pilots like Alatau are where frameworks get stress-tested before they scale. The asset selection criteria the framework produces will show which real-world assets the state considers suitable, a meaningful signal for anyone sourcing tokenized supply in the region.
Third, the convergence of energy policy and digital asset policy is now explicit. The mining mechanism makes Kazakhstan's power sector a direct input to its digital asset strategy, relevant to infrastructure and energy investors as much as to crypto-native capital.
Kazakhstan is assembling every layer at once: production, reserves, a sandbox, a settlement agenda and now a stablecoin track. The MoU is the smallest piece. The plan around it is the story.
